Description:

As a department head position, plans, develops, directs, and coordinates overall computer, electronic data processing, and information technology services provided to the agency. This is the highest-level position in the organization having responsibility for Information Technology programs and services, including systems design, software programming and applications, networking, server and security administration, computer operations, administration, analysis, and vendor and contractor relations. May direct the provision of GIS services and telecommunications services as well as business enterprise and database computer applications. Typically supervises professional and technical staff.

Guide:

• Requires five to seven years of experience with information operating systems, software programming applications, systems analysis, server administration, networking, and other technology applications, including some supervisory experience.
• Typically will have at least a Bachelor's degree in a discipline related to computer science or information systems technology.

Exclusion:

• Technicians without supervisory or management responsibilities.
• Supervisors with only GIS or telecommunications responsibilities.
• General administrators with MIS responsibilities, mixed with other major public service program responsibilities, such as Finance Directors or City Clerks with adjunct responsibility for computerized information systems.
• Contract administrators without in-house computer staff.
